Infrastructure

    Four Lake's five-county region is ever grateful to all the Legislators throughout the past 10 years whose wisdom & diligence made this regional endeavor a reality.  We are grateful still for the current Governor's recognition of communities' needs (especially rural) for State assistance with infrastructure development as stated recently at CDBG Grant presentations: 

"As we work to make Tennessee the No. 1 location in the Southeast for high quality jobs the proper infrastructure must support existing and future businesses.  I am pleased the State of Tennessee is able to partner with our local communities to make these projects a reality."       - Governor Haslam

    Although a tremendous amount of dollars spent are not visible on the surface, Four Lake is proud of the foundational infrastructure work completed to date in the PowerCom Industrial Center.  While it has been an agonizingly slow process at times, Four Lake's primary endeavor has always been to proceed responsibly & methodically in all activities with the utmost integrity and respect for the public's funds & trust.

  After many, many years of persistent efforts from the original Executive Director, Dick Walker, TVA finally agreed to the sale of 554 acres of the abandoned Hartsville Nuclear Site property to the Four Lake Authority for "industrial and/or commercial development purposes".  Once the sale was finalized, Mr. Walker stated, "I feel like the dog who finally caught the car - now what?"

  From 1990 to 2002, Four Lake had received a total of $501,400 funding from the State ECD Dept. ($169,654 from Dept. of Environment & Conservation for Energy & Solid Waste specific projects) and only 20-25% of all Incubator tenant lease payments (the remaining going to TVA) - just enough to satisfy salaries, operations, and emergency tenant building repairs & maintenance costs.  With virtually no infrastructure present within the 554 acres and to the 40 existing buildings (intended as temporary storage facilities during the Nuclear Site construction and in need of repairs & rehab) - the new challenge was to acquire funding to develop the site.

  The State Legislature approved site development funding by including Four Lake as a recipient of TVA In-Lieu-of-Tax funds.  The following is a synopsis of completed & on-going projects of the Four Lake Authority in efforts to develop a competitive industrial site to hopefully recoup the hundreds of jobs lost throughout the five-county region resulting from the abandoned nuclear plant project.

Received from 2002-10/2011 (restricted for Site Capital Improvements:

TVA In-Lieu-of-Tax Funds   $10,231,901

Major Projects Completed & On-going:

$1.7 million - Land Purchase  

$2,334,984 - Water/Sewer/Gas Lines from      Hartsville city limits (under Goose Creek) to the Village 1 gate and a 750,000 gallon water tank

$2 million - 54,000 sf Spec. Building including tenant specific improvements

$1.5 million - Water/Sewer Upgrade Contribution to Trousdale Water Dept. regarding CCA project

$455,574 - Electrical Upgrades throughout Village 1&2, and TVA Substation Upgrade & Backfeed

$230,410 - Waterline extension through Village 2 & meters for six tenants

$290,426 - Building (nine) Rehabs and Dock Repair/Upgrade in Village 1

$127,700 - Water/Sewer Line extension to CCA property from Village 1 gate

$95,414 - Electrical/transformer upgrades & repairs to meet tenants' needs

$8,734,508 - Total Major Projects (as of 10/2011)

In addition, approximately $250,000 +/- annually for general repairs & maintenance (roads/mowing/bushhogging/roof leaks/heat & air repairs, etc.), site insurance, administrative fees, project-specific matching grant funds, etc. are expended.
